'Touch base' may be acceptable in a country whose national sport is Baseball. A sport where you have bases that have to be touched. It is not ever acceptable in a country that used to have a sport called rounders that was played by little girls in the days before women's football and cricket.

I get what you are saying here, and there are a lot phrases that make me cringe, but personally I think 'reach out' and especially 'moving forward' are not that bad.

It depends how you use 'reach out'. If you mean, 'I will attempt to mend relations with this person by reaching out to present him with an olive branch or to shake his hand, then fine.
If you mean 'beg a favour' - not so much.
If you mean 'give him a bell', then not all all.
I can't see much wrong with 'moving forward', although the more traditional 'in time' would seem briefer for some uses and 'moving along' would be more accurate for others. I suppose it saves thick people having to learn two different phrases for slightly different situations, so that's a thing.

I mean in the sense that 'I wanted to reach out to you...' means I'd like you to do me a favour. And 'Thank you for reaching out' means I have received your email. After every bleeding email. There's just far too much reaching out going on and it reeks of formulaic insincerity.

Yes, mate, I agree. I was just saying there are certain situations where it's a well-established and sensible phrase. Nowadays, as you suggest, it's mostly a load of American bollocks.
In fact, its overuse in the wrong context has made its use in the correct context a bit cringy, too, which is a shame.

"reach" implies you are making an effort to do something. It's a bit more endearing. These phrases just provide nuance.
